Condolence: Frank was a trusted colleague and a true friend. Frank was a highly intelligent and competent manager who helped develop and then ran the Electronic Payment Funds Transfer system 15 years before the Federal government converted SNAP to a cashless electronic benefits transfer (EBT) system. Frank had a great smile and self-deprecating sense of humor. I will always remember Happy Hour at RiverRun on Friday nights with Frank and other HRA friends.

Condolence: I will always remember Frank as a kind gracious man with a quip and a smile and a true professional. Having worked with him at HRA I can say that he was loved and respected by all who had the good fortune to work with him. My deepest heartfelt condolences to his family at this most difficult time.
